ATA calls for fix to crash accountability
The American Trucking Associations is calling on the Federal Motor Carrier Safety Administration to change its approach to measuring crash accountability to increase trucker safety without disrupting fleet management efforts.
According to the ATA, the CSA's safety enforcement program determines a carrier's safety performance based on the number of crashes it is involved in, irrelevant of who was at fault in the crash. Thus, many trucking companies can receive low scores and be punished economically for being involved in many crashes, even if the trucking company's drivers are safe and the crashes were without fault or caused by another driver.
The ATA has asked the CSA to release a study it conducted examining the feasibility of using police reports to more effectively gauge crash accountability. The CSA, however, refused to share the results of the study, arguing the findings were preliminary and would require further review. The CSA agrees with the ATA about using more resources to determine crash accountability, but has yet to move forward on a plan to implement more accurate data.
Anne Ferro, administrator for the CSA, said the agency is looking to address concerns safety advocate groups have brought up before moving forward with a new plan. The CSA is looking to determine how uniformity and consistency will be ensured when using police accident reports from departments across the United States when deciding crash accountability.
